"عالم واحد" ترحب بمبادرة إحالة مشروع قانون محاكمة الوزراء إلى مجلس الشورى

فى إطار حملتها من يحاسب الحكومة . ومطالبتها دومآ بضرورة وجود تشريع يحاسب الوزراء حتى بعد خروجهم من الحكومة .
تعلن "مؤسسة عالم واحد للتنمية ورعاية المجتمع المدنى" عن ترحيبها بشأن قرار الدكتور أحمد فتحى سرور / رئيس مجلس الشعب بإحالة الإقتراح المقدم من النائب المستقل علاء عبد المنعم وهو مشروع قانون لمحاكمة الوزراء ومن فى حكمهم إلى اللجنة التشريعية بمجلس الشورى ولجنة الاقتراحات والشكاوى بمجلس الشعب .

وتؤكد المؤسسة بما لايدع مجالاً للشك أن صدور قانون يحاسب الوزراء على ما اقترفوة بشأن الشعب خاصة بعد خروجهم من الوزارة وعدم سقوط التهمة عنهم بالتقادم يعد مطلباً مشروعاً طال إنتظارة خاصة فى ظل المطالبات المستمرة من منظمات المجتمع المدنى و القوى الشعبية بضرورة محاسبة الحكومة.

مؤسسة عالم واحد للتنمية ورعاية المجتمع المدنى تؤكد أن الموافقة على مشروع القانون عند عرضه على مجلس الشعب يعد علامة إيجابية من جانب القيادة السياسية بتصحيح الصورة والمسار الذى طاله التشويه ، خاصة بعد صراع المال والسلطة الذى أصبحت تطالعنا به يومياً الصحف وشاشات الفضائيات .

مؤسسة عالم واحد للتنمية ورعاية المجتمع المدنى تؤكد دائماً فى مطالبتها على ضرورة وجود حوار مجتمعى حول مناقشة مشروع قانون يدخل اللجنة البرلمانية لإبداء الرأى فيه حتى لا يكون قاصراً على رأى مجموعة من أصحاب المصالح الذين يريدون تمرير القوانين التى تدينهم بصورة مشوهه .. وعلى عجل دون أى ملامح حتى نصل فى النهاية إلى قانون .

مؤسسة عالم واحد تطالب بضرورة طرح مشروع القانون على منظمات المجتمع المدنى من خلال إستمارة رأى تحاول فيه المنظمات طرح رؤيتها لمحاسبة الحكومة و الوزراء ، ومن هى الجهات المنوط بها محاسبتهم حتى لا يخرج القانون مفرغاً من مضمونه .

مؤسسة عالم واحد للتنمية ورعاية المجتمع المدنى تذكر الحكومة واللجنة القانونية المشرفة على مراجعة مشروع القانون بضرورة الإطلاع على وضع مصر فى التقارير الدولية وموقعها على خريطة الفساد العالمى .



(OWF) welcomes the initiative of transferring draft law of accounting ministers to Al Shura council.

Under "who should call to account the government?" campaign, and in light of (OWF) call for the essentiality of Legitimate accounts ministers even after going out from their ministers.

One World Foundation for Development and Civil Society Care (OWF) , announce its appreciation of Dr. Ahmed Fathy Sorour president of people's assembly of referring proposal of the independent representative Allaa Abdul Moneem which is draft law aims at accounting ministers to the legitimate committee at Al Shura council and to the proposals and complains committee at the people's assembly .

(OWF) emphasizes that such a law which accounting ministers of their charges against people and after they moving out or even if their charges have been dropped, is legal long waited demand, practically among civil society organizations and public forces calls of accounting the government.

People's assembly approval of this draft law when it has been submitted ,is consider effective action from decision makers toward correcting defected images due to fights between money and authority which we used to meet everyday in newspapers and satellites , (OWF) assured.

In this regard , One World Foundation in its call insists on the importance of social dialogue around discussing draft laws at the parliamentary committee ,thus stakeholders who seek defected incrimination laws which hardly to charge them of their crimes ,will find opponents .

The new draft law should be submitted upon civil society organizations through opinion surveys that these organizations have to express views of accounting the government and its ministers, in addition to know which authorities have to be accounted. (OWF) demanded.

On the other hand , the foundation reminds the government and the legal committee which in charge auditing the new draft law of the necessity of recognizing the Egyptian situation at international reports and above that its rank on the global corruption map
